Sometimes I make my own Pom Poms and sometimes I buy them. Depending on which way I get them, depends on how I attach them.
Option 1: Attach a Pom Pom with Elastic Loop
I like to buy Pom Poms in bulk, they often come in fun colors and have an elastic loop. (Some come with a snap so be sure you are ordering the correct ones.) I ordered these below off Amazon, click for the affiliate link to order your own!
With these Pom Poms I attach a button to the inside of my handmade hats. Then slide the elastic of the Pom Pom through the center of the beanie and around the button. See the video below.

Option 2: Make your own and attach a Pom Pom with a button
I sometimes make my own Pom Poms with faux fur fabric that I buy from the store by the yard. This make a ton of Pom Poms for a little cost. Check out my post to learn How to Make Your Own Pom Poms.
After I make my own Pom Poms, I attach a button to the center. I attach that directly to the center of my beanies. It is nice to have removable Pom Poms for washing.
